Conference: The Role of Railways in a New European Defense Policy

On the morning of November 11, 2025, the IE Center for Transport Economics & Infrastructure Management hosted the conference “The Role of Railways in a New European Defense Policy” at IE Tower, convening senior representatives from the European Commission, NATO, national defense ministries, and the transport industry to examine how rail infrastructure contributes to Europe’s security and strategic preparedness.
IV Business Forum: The Second Wave of Rail Transport Liberalization

On the morning of October 24, 2024, the IE Center for Transport Economics & Infrastructure Management and elEconomista hosted the IV Business Forum on the liberalization of rail transport at the InterContinental Hotel in Madrid.
The event was introduced by elEconomista’s director, Amador G. Ayora, and Julio Gómez-Pomar, president of the IE Center for Transport Economics & Infrastructure Management. Opening remarks were delivered by José María García Gómez, Deputy Minister of Housing, Transport, and Infrastructure for the City Council of Madrid. The forum gathered leading industry experts, including Óscar Gómez Barbero (Renfe), Hélène Valenzuela (OUIGO Spain), Simone Gorini (Iryo), Carlos Huesa (ALSA), Fernando Vizoso (KPMG), and Patricia Cordovilla (CNMC).
Business Forum: The Future of Public Service Obligations in The Railway Sector

Conference on the future of Public Service Obligations in the railway sector, sponsored by Alsa, Arriva, and Ecoraíl and co-organized by KPMG which took place at the IE Tower.
Julio Gómez-Pomar (IE Center for Transport Economics & Infrastructure Management) opened the ceremony followed by welcoming remarks from Roser Obrer Marco, the Director General of Road and Railway Transport at the Ministry of Transport and Sustainable Mobility.
Fernando Vizoso (KPMG in Spain) provided an introduction to the regulatory framework of Public Service Obligations (PSOs) in the Spanish railway sector, followed by a panel discussion featuring prominent speakers such as Carlos Huesa (Alsa), Antonio Cendrero (Arriva Spain), Juan Fernández (Ecoraíl), Joaquín De Fuentes (Escalona & De Fuentes), and Javier Guillén (Herbert Smith Freehills). Finally, the conference was concluded by Patricia Cordovilla (CNMC).
Business Forum: Challenges of Digital Transformation and Cybersecurity in the Railway Sector

On February 21, 2024, an event was held at IE Tower to address challenges in the railway sector, focusing on digital transformation and cybersecurity. Julio Gómez-Pomar (IE Center for Transport Economics & Infrastructure Management) opened the ceremony, marking the beginning of a day of significant discussion, followed by welcoming remarks from Ángel Contreras (Adif and Adif AV).
Ester Mateo (Adif) presented Adif's Digital Transformation Plan, followed by a panel discussion featuring distinguished speakers such as Leopoldo Olea (Cobra IS), Ana Romera (Thales), Juan Antonio March (Indra), and Jesús Campo (Adif). Various topics were addressed, from technical challenges to the need for collaboration and adaptation in a constantly evolving digital environment. The experts shared their visions on the path forward to ensure digital excellence and security in the railway sector.

The liberalization of railway transport in Spain has brought forth challenges and opportunities. Competition among companies has lowered prices, optimized the network, and contributed to sustainability. However, challenges persist, such as the duration of agreements, fees, and the upcoming liberalization of Public Service Obligations.
CONFERENCE ON THE EXTRAORDINARY REVIEW OF PRICES IN PUBLIC PROCUREMENT
March 14th, 2023
The Center, in collaboration with Herbert Smith Freehills, organized a conference dedicated to "The Extraordinary Review of Prices in Public Procurement" with the aim of sharing the mechanisms that have been established for the request of the exceptional review of prices in public contracts, given the rupture of a contractual economic balance due to the unforeseeable rise in prices.
With the intervention of Javier Guillén, Professor of Administrative Law URJC and consultant for Herbert Smith Freehills; Miguel Pardo, Secretary of the State Public Procurement Advisory Board; and José Manuel Albaladejo, Managing Director of the Expert Services area and leader of Kroll Construction and Infrastructures group.

Digital Innovation and Successful Practices in Madrid's Public Transport

The IE Center for Transport Economics & Infrastructure Management organized a conference dedicated to "Digital Innovation and Success Practices in Public Transport" in order to demonstrate the importance of digitization in urban mobility systems, taking as an example the Community of Madrid for its many successful practices in this area.
With the special intervention of David Perez, Minister of Transport and Infrastructures of the Autonomous Community of Madrid (CAM).
FOUNDATIONS FOR SUSTAINABLE MOBILITY REGULATION

The work, developed by Fundación Corell, studies the current legislation on transport. The objective is to analyze if it meets the social needs for a growing competitive and sustainable mobility, both for goods and passengers. The Center organized this meeting to discuss the proposals made in the project with public administration entities and private companies.
